My dog has bumps on his lip. Is it an immune skin rash or allergy?

Can the immune disease for skin rash appear on the bottom lip? There is still hair. I wondered yesterday if he burned it ok something, but today it has bumps. He does not seemed bothered by it, no trying to lick or scratch it. He's eating drinking and going to the bathroom normally.. Thanks for your help. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Male | neutered | 50 lbs
