back right toe nail but it's in the inside and it's swollen and there a little cut on it he keep licking on it

There appears to be an infection around the nail bed. It may be from the cut and the constant licking is adding to it and making it worse. It is important to make sure there is no foreign body such as a grass seed inside the cut causing inflammation. You can soak it warm water to help and discharge licking to keep it clean. you can apply neosporin as barrier to keep dirt and bacteria out. I would have your vet check the area as you will likely need pain medicine and oral antibiotics to have this treated
