Why is my chihuahua's skin irritated, cut, and losing so much hair?

We recently took in a chihuahua and she came to us looking like these photos. Her skin is very bad and irritated. It's cut up and she's missing so much hair. I do not know what to do to treat her. Can you please help me or give me some advice on what's possibly going on here.

Hi. Poor girl. She has a skin infection that is leading to scratching and hair loss. The infection may be due to bacteria, yeast, parasites, allergies, etc. He will need an exam, some skin testing, and antibiotics. In the meantime, a good oatmeal shampoo could help temporarily. Also, you could apply some flea and tick treatment as well just in case.
