This is definitely a problem. If a puppy doesn't want to eat it is sick. The most common reasons for a puppy this age to be sick are: viral disease (like parvo), intestinal parasites and intestinal obstruction. Being that he is so young and vomiting my first thought is parvo virus. This is an often fatal disease so you need to get him to a vet as soon as possible. You need to realize that some things cannot be fixed at home and this is one of them. He needs to see a vet. There is nothing I can tell you to do at home without knowing what the underlying cause of his symptoms are. The symptoms he has are not specific for any one disease or issue but they are concerning.

Hello. With a puppy this young, vomiting & no appetite are usually indications of a large parasite burden such as from roundworms or hookworms, or she has an ingested something that has made her ill or blocked her intestines, or she has parvo, a very serious puppyhood disease. She should be examined by a veterinarian to see what might be going on & start the correct treatment to avoid her getting sicker. I hope she is well soon. thanks for using Petco Pet Education Center, formerly Petcoach.
