My dog's food isn't working. How do I make balanced homemade dog food?

I want to give my dog home made dog food because i think the dog food is not suiting him. As i have asked the vet about his health he said toffee is okay. I just want to know what what can i give him? Pet's info: Dog | Rottweiler | Male | 4.4 lbs
