If it's fresh looking blood, then it is coming from the colon, or anus. You can check if there appears to be any injuries around the anus that would cause this. If there are no obvious injuries, then there is an infection or irritation in the colon. This can sometimes be transient, so if the stool looks normal and you just notice this once or twice, then there is little need to worry. If diarrhea is noted, or Charlie is acting abnormal in any way, then this warrants a visit to the veterinarian, because this can get worse. I hope that helps and Charlie gets better soon.
