my puppy is not comprehending properly and will not learn to do her poo/wee on her puppy pads. i've tied youtubing ways and they're just not working. Pet's info: Dog | German Shepherd | Female | spayed | 2 months and 20 days old

I understand - potty training can be frustrating! I'm not a huge fan of puppy pad training in general for dogs, as it tends to be confusing for them and harder to teach vs. teaching them to go outside. Especially with a large-breed dog like a German Shepherd, I would strongly recommend teaching Desire to do her business outside instead.
