She could have an infection, corneal scratch/ulcer, glaucoma, or possibly a foreign substance in her eye. She really needs to be examined by a vet to determine the cause. A vet can do a fluorescein stain to look for a scratch/ulcer on her conrea, measure the pressure of her eye, and look for signs of an infection. Once a diagnosis is made, the appropriate treatment can be started. She might need an antibiotic drop in her eye or other medications.

Take him immediately to your veterinarian for a physical examination. Acute glaucoma, severe bilateral conjunctivitis, corneal damage and many other differentials are possible at this stage should be ideally investigated as soon as possible.
