Why is my dog wheezing, breathing loud, snotty, and has bad breath?

My 7yr old terrier is wheezing a few times an hour, breathing loudly and sounding very snotty, has runny eyes (she tends to but it seems worse now), and an unusually rank breath. She is up to date on vaccine and we have another terrier, her brother. She has been eating and drinking as normal. What could be the problem? Pet's info: Dog | Russell Terrier | Female | spayed | 17 lbs
