My cat has a fluid filled sac hanging front just above her eye. It's been there for years - filling up. Can I pop it and drain

The best course of action to treat Chloe is probably to have that cyst surgically removed. If you are unable to do this then I would recommend having the vet drain it. If you drain it at home it has the potential to become infected which could lead to serious complications. I would also be concerned with you doing it at home because it is located so close to the eye.
