How to help my puppy overcome fear of going outside after an incident?

My puppy chihuahua had an incident that frightened him when a person tried picking him up and since then he doesn't want to stay outside for no more than a few minutes before the incident he was fine walking around the block since he's a puppy is there any way that I can get him more comfortable again.

You just have to make him feel safe again. Start by staying with him while he is outside and carry him if you have too. Praise and reward him when he does well visit there to encourage him to like it more. Being consistent and playing with him outside and taking him places is the best way to get help him get past it
