Hi there and thank you for using Pet Coach! His skin sure does look rather uncomfortable! There are several possibilities of what this could be. Allergies could be the main factor here causing the rash, especially if he is scratching and licking at the area. This also may be a skin infection starting. I would suggest getting to your vet to get the areas in question examines to determine what the best plan for treatment should be. If you are use to get to your vet right now, I would give him 50mg of Benadryl every 8 hours, bathe him with a shampoo such as Duoxo chlorhexidine PS combination, start omega 3 fish oil and essential 6 spot on by dermoscent. If this is not resolving the rash and bumps or it worsens while using these, you should definitely get in to see your vet. Feel free to contact me with any further questions or concerns you may have. I am also available via consultation.
