Why is my dog getting a red rash and patches around his genitals?

My gsd has developed a red rash and dark red patches around the genital area....is not lethargic no loss of appetite doesn't drink excessively normal energy. Pet's info: Dog | German Shepherd | Male | neutered | 2 years and 11 months old
