Why is my dog vomiting clear liquid, lethargic, and restless?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 2 years old | 20 lbs

My dog has been vomiting since the middle of last night. All day today he has been lethargic and has been whining/crying a little. He has eaten grass outside to help vomit. Whenever he does throw up, it is all clear liquid with the grass. He has also been restless and uncomfortable, and won't stay in one spot for more than a few minutes. He has an appointment with the vet later but do his symptoms warrant any urgent action?

It's not urgent to the point of taking him right away but he should see a vet today at some point as the vomiting will need to be treated and this is obviously a very uncomfortable condition for him.
