Should I use puppy pads for potty training, or train outside?

What is your opinion on using puppy pads for potty training I've heard bad things about using them and good things as well

Bailey is so cute! The pro of using puppy pads is allowing the pet some place to urinate/dedicate in the house. The con is it trains the puppy to go the bathroom in the house. I would recommend potty training outside. I feel once starting puppy pads it's hard to break the behavior.
