Is my French Bulldog's penis discharge and red rash normal?

Hi! I've got a 6 month old male french bulldog and he always has what i thought was semen on his penis but doesn't lick it - rather embarrassing when you're out and about! I've just noticed today that he has a deep red rash on the inner lipstick bit of his penis. He doesn't seem bothered by it, should I be? Pet's info: Dog | French Bulldog | Male | unneutered | 6 months and 23 days old

Constant discharge or crusting on the penis is not normal, and if it now appears irritated it may indicate an underlying infection or allergy. I would have it checked out by your vet to be on the safe side.
