Poor Zeus! This looks quite irritating. This could be a case of allergies with secondary bacterial infection. If he is a dog spending lots of time outdoors/in the woods I may also wonder about insect bites leading to hypersensitivity or a contact irritant. It is severe enough that I think a trip to the vet is warranted. He may need a systemic antibiotic and steroid to stop the itch/inflammation going on here. In the meantime if you have an e-collar you can put it on to stop him from licking at it. Cool compresses may also help some with the irritation. Sometimes antihistamines such as Benadryl are used in pets to decrease itching but in his case I think he may need a stronger medication (a steroid) to get it under control.

Poor Zeus! The red lesions on his belly are most likely caused by a skin infection from underlying allergies (fleas, food, and environmental allergies are quite common). Assure that he is receiving a high quality flea preventative (such as Nexgard, Bravecto or Advantix) regularly. Zeus will need to take a trip to the vet because antibiotics and anti-itch medications are likely in order to manage this condition. Keep an e-collar (cone) on Zeus until you can get to the vet to prevent him from licking and causing further irritation. I hope that he is feeling better soon!
