Biting and licking at the tail is usually an indication that there is either a dermatologic issue causing your dog to be irritated and itchy, or your dog has a behavior problem that causes them to obsessively lick and check on their tail. The dermatologic issues are typically more common. I would make sure that there are no fleas present, and if there are, treat with a flea killing medication. Other common causes of allergies resulting in this kind of behavior include food allergies, environmental allergies, contact dermatitis, and then less commonly, immune mediated dermatitis. Try and rule out the more easily investigated things like fleas. I would obtain an e-collar as well in order to prevent self-mutilation by your dog. If you are unable to actually buy one, watch a video online on how to make a homemade one. Hope this helps and I hope your dog isn't itchy for too much longer.!
