My dog's penis is swollen, red, and stuck out. Is it an emergency?

My 2 year old china jack has a swollen penis it's been out for over e hours and is bright red I've tried staying it with cold water it did nothing he don't seem to be in pain. Just don't know what to do

What a scary issue for both you and Chewie! There is a typo in your question, so I don't know how long his penis has been swollen but if it has been longer than an hour and cold water did not help I recommend taking him to an emergency room for treatment. The membrane on the penis is not designed to be exposed to the air for an extended period of time so it can become dried out and damaged when exteriorized for an extended. Of time and become susceptible to infection or even swelling that is severe enough to prevent urination. The emergency room will evaluate him and try to get the penis back in its sheath. Sometimes light sedation us required for this. Good luck!
