It sounds like your cat has some type of bladder problem - straining to pee, urinating small amounts, and licking herself are all signs of discomfort and feeling like she needs to go. In a young adult cat like Jessie, the most common cause of these symptoms is something called FIC (feline interstitial cystitis) - with this problem, the urine becomes excessively concentrated and may form crystals, which irritate the bladder wall and urethra causing pain. Other possibilities include bladder stones or a urinary tract infection, although these are uncommon in healthy cats. I would recommend taking Jessie to a vet as soon as possible - he/she can do a simple urine test to help determine the problem and get her some medication to resolve it.

It sounds like Jessie may be suffering from bladder stones, and that is preventing her from peeing. Bladder stones are serious, and she needs immediate medical attention to relieve the problem. I would take Jessie into your vet right away.
