My dog's penis is out, he's in pain and can't walk. What's wrong?

Pet's info: Dog | Mixed Breed | Male | unneutered | 1 year and 7 months old | 35 lbs

i came upstairs to find my dog like this : (in the picture provided) he couldn’t walk and was peeing himself he doesn’t growl or get vicious ever but when this happened he wouldn’t let anyone touch him you could tell he was really in pain. finally it went back in but i still don’t think this was normal at all.

It looks like he may have had paraphimosis, or an inability to retract the penis into the prepuce (skin that covers the penis). This can occur if there is material caught around the penis or sometimes happens randomly. It can be a medical emergency if the penis cannot retract for a long period of time - it can lead to damage to the tissue. If it happens again and Maverick's penis is extruded for more than an hour you should see a vet.
