Rizzo is very handsome! He looks like he has irritation to the membrane around the eye, but the eye itself it irritated as well. This could be due to an underlying allergy or infection. I would get a cone and keep it on him to prevent rubbing his eye. You can try warm compresses a few times a day and see if that ellivates the issue, but otherwise I would have him taken to your family vet to make sure the eye itself isn't injured.

The third eyelid is a bit elevated and red. I suggest you get this product to see if it helps. https://www.petco.com/shop/en/petcostore/product/vetericyn-plus-eye-wash-for-dogs You should also get him an E-collar (cone) to prevent him from scratching the eye. https://www.petco.com/shop/en/petcostore/product/well-and-good-e-collar
