Dog biting and licking a spot. Is it a tick, pimple, or growth?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 9 years and 11 months old | 18 lbs

Dude has been biting himself and licking the same area none stop for a while now. So I gave him a little bath to stop and it didn't work like last time. So I took a closer look this is what I found. At first I thought it was his nipple but I took a closer look and this is what I found. I think it is either a tick or a blood pimple. What do you think it is and what should I do? You can zoom in the pictures I tried my best but he kept on licking my hand and wouldn't stay still.

It looks like it could be a pimple or it could be a growth. Do not try to pop it. It's clearly bothering Dude because he keeps biting and licking the area. I'd have him seen by a vet to have this diagnosed and treated.
