Why is my cat struggling to pee, crying, and peeing outside the box?

Pet's info: Cat | Domestic Shorthair | Male | neutered | 1 year and 5 months old | 13 lbs

My cat is struggling to go to the bathroom. The last few weeks he has peed in the closet several times, with never a problem prior. He is crying out/ meowing while he tries but nothing comes out.

This is a medical emergency and Earl Grey has to see a vet now. He may have a blocked urethra, which is fatal without treatment. Please take him into an ER vet clinic; if there isn't one in your area, there will be a vet on call for emergencies. The information to reach that vet is found on a clinic's answering machine or website.
