Why is my cat struggling to pee, crying, and peeing outside the box?

My cat is struggling to go to the bathroom. The last few weeks he has peed in the closet several times, with never a problem prior. He is crying out/ meowing while he tries but nothing comes out. Pet's info: Cat | Domestic Shorthair | Male | neutered | 1 year and 5 months old | 13 lbs
