My dog's penis has black dots, peeling skin, and he licks it. Why?

My dog has this black dots on his penis area . And he has been losing weight .during summer of 2019 he has fleas but I treated them with flea shampoo. His penis is peeling and licks it a lot. The vet said maybe because I did not rinse off all the shampoo and do put hydrocortisone on the area. But that does not explain the black dots. Pet's info: Dog | Chihuahua (Long Coat) | Male | unneutered | 9 years and 7 months old | 20 lbs

Many times these black dots can indicate blocked pores or debris stuck to the skin. Sometimes using a special shampoo like Peroxiderm can help. An omega 3 fatty acids supplement and feeding a diet meant for skin health like Nutro or Royal Canine can also improve the quality of the skin. I recommend to have Boots wear an elizabethan collar at all times until the peeling skin is healed. You may wash and rinse the area well. If it continues, I would be suspicious of continuing fleas, a thyroid problem or allergies. I hope this helps.
