My dog's penis has black dots, peeling skin, and he licks it. Why?

Pet's info: Dog | Chihuahua (Long Coat) | Male | unneutered | 9 years and 7 months old | 20 lbs

My dog has this black dots on his penis area . And he has been losing weight .during summer of 2019 he has fleas but I treated them with flea shampoo. His penis is peeling and licks it a lot. The vet said maybe because I did not rinse off all the shampoo and do put hydrocortisone on the area. But that does not explain the black dots

Many times these black dots can indicate blocked pores or debris stuck to the skin. Sometimes using a special shampoo like Peroxiderm can help. An omega 3 fatty acids supplement and feeding a diet meant for skin health like Nutro or Royal Canine can also improve the quality of the skin. I recommend to have Boots wear an elizabethan collar at all times until the peeling skin is healed. You may wash and rinse the area well. If it continues, I would be suspicious of continuing fleas, a thyroid problem or allergies. I hope this helps.
