Why does my senior dog keep licking her paws until they're raw?

My dog is getting quite old but about 4 or more years ago she started licking her feet constantly. To the point where she would make them raw and hairless. We tell her to stop constantly but she does it again after 5 minutes. If we use treatments like creams that smell she’d just lick it off immediately. Is there anything that we can try to help her to stop as she’s making her paws worse? Pet's info: Dog | English Bulldog | Female | spayed | 12 years and 5 months old | 175 lbs
