Ouch, poor pup. I would gently clean hi's wound with warm water and antiseptic soap. To keep him from licking at it, you can put an Ecollar on him. You can get one at a pet store or make one at home. Keep the wound clean and dry, and monitor it for signs of infection. If you see redness, swelling, warmth to the touch, or pus, then it is infected and he will need to see the vet for antibiotics to treat it.

I would get an Ecollar for Scooby to keep him from licking at the sore. You can get one from a pet store or from your vet's clinic. Clean the sore with warm water and antiseptic soap. Keep any eye on it for redness, swelling, pus, and warmth to the touch. Those are signs of infection, and if you see any of them, I would take Scooby into the vet for antibiotics.

This looks like a pustule (small bacterial infection, like a pimple). It could be a bite but there is no way to tell that for sure. If you are worried then you should take him to the vet for an exam. If you want to treat him at home first for a few days to see if that will help then you need to put a "cone" collar on him to prevent him from licking it and apply a small amount of antibiotic ointment (like Neosporin) to it 2-3 times per day. If you treat it for 4-5 days and there is no to minimal improvement then he should definitely see a vet.
