Why is my dog sneezing and congested every morning? Is it serious?

My dog's sneezing a lot in the morning and sounds congested. She's taking vetmedin and is abt 10 or 11 lbs. Not sure if its cold or allergy, but looks like she only does it early in the morning and she moves arpund ans it gets better throughout the day. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 9 years old | 11 lbs

I'm concerned the congestion could be due to Chloe's heart disease. As time goes on, heart disease does get worse. Sneezing could be due to irritation to her nasal passages. I'd have her seen by a vet in the morning for this.
