My puppy has recurring UTIs. Can she stay on antibiotics long-term?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Female | spayed | 4 months and 12 days old | 29 lbs

My puppy has reaccuring UTIs which comes back 3 days after the antibiotics every time. The vet has her on a 28 day course now. While on antibiotics the UTI is completely gone. My question is, can I keep her on an antibiotic until her first heat to see if that cures her uti problems? I can’t afford expensive testing.

It's not recommended to keep an animal on antibiotics long term unless absolutely necessary. She's only four months old, and she may not go into heat until she is closer to a year of age. I would have her spayed to see if that helps.
