Why is my dog's paw pink and swollen from constant licking and biting?

Pet's info: Dog | Chihuahua | Female | unspayed | 9 months and 24 days old

I saw this something pink on her left paw. I check her whole paw and her other paws but it’s just that one nail. I noticed the past few days she likes to bite her nails and lick her paws all the time. Could it be because of it? Or if not, What might have caused it? I have a picture here

Unfortunately I can’t tell from the photo if that is a skin growth like a tumor or an infection. I recommend to protect the area from any licking and she should wear an Elizabethan collar at all times. I also recommend to have her examined by the veterinarian. If this is a skin tumor, it should be aspirated to make sure it’s not cancer. I hope this helps and please feel free to post any additional questions.
