My dog has flaky skin, bumps, and itching. How can I help her?

Okay so my 9 month old mixed Pitbull German Shepherd has this thing going on with her skin it kind of looks like dandruff flaky skin little older not much and every now and then like bumps underneath the skin she itches what to be honest I really do not have the money to bring her to a vet so I need to know what I can do to relieve her. Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 9 months and 7 days old | 80 lbs
