My dog's eyes are cloudy and red. Is this serious? What should I do?

Pet's info: Dog | Beagle | Male | neutered | 26 lbs

I was wondering what is wrong with my dogs eyes. They started getting cloudy at first and they stayed cloudy but now her right eye is turning red. As shown in picture.

The protruding appearance may indicate an increase in the pressure inside the eye. Phoebe should be seen by your veterinarian, at the nearest veterinary ER or by a veterinary ophthalmologist as soon as possible.
