I'm wondering how you know for sure Panther doesn't not have fleas. Is he on a monthly flea prevention, has he been checked by the vet for fleas, or is it that he is indoor only and you believe because he doesn't go outdoors he can't have fleas? If the last question is why you believe he doesn't have fleas, that's not true. You can bring fleas in on yourself, causing him to get fleas. The reason I ask these questions is because fleas are the most common cause of constant itching in cats, and I don't have more information on him at the moment. Changing cat food clearly didn't help, which I'm not surprised about as food allergies really aren't that common. Without seeing him in person, I can't say for certain what is causing him to itch, but if he's itching constantly, I suspect he will be quite uncomfortable. It's best he sees a vet for this problem, and I would take him into one first thing Monday. I hope this helps!
