Hello and thank you for contacting Petco Pet Education Center, formerly Petcoach. This is a very unusual presentation and it is hard to determine if the swelling is due to bladder enlargement, large colon, hernia, abscess or swelling from trauma. If your puppy is trying to go to the toilet but is unable to, he should be seen by your local vets or emergency service right away. Even if your puppy is acting normal and is not bothered by the swelling I would suggest seeing your local vets today to establish what causes the swelling and to start treatment as soon as possible.
