Dog sitting: Infected tumor, owner won't get vet care. What's next?

We are currently dog sitting while the owner is traveling. However the dog has a tumor. It’s been apparently a year since he’s been like that but I’m worried and don’t know what to do. It’s not my dog so I can’t bring him to the vet either. If there’s anyone who knows an answer to this question please please help. It looks like it’s infected and we have to tell him to stop licking it all the time. We contacted the owner but she doesn’t seem to understand the problem.

That is massive and is a medical emergency. It looks like it's necrotic which means the tissue is dying. Brus cannot be left in this manner, it's cruel to him. He has to see a vet now. Tell the owner that you spoke to a vet who said it's a medical emergency and he has to see a vet now. If she doesn't seek veterinary treatment for him, that can give her big problems with the law. Please get him into a vet immediately.
