My puppy is sneezing, snotty, and scratching. Is it allergies?

We just got our 10 week old puppy 2 weeks ago. Since we got him, he's been sneezing and has snot coming out of his nose. Sometimes it's making him breath oddly. Also, he's biting/scratching/licking his legs a lot. Is this allergies? Pet's info: Dog | Cavalier King Charles Spaniel | Male | unneutered | 3 months and 9 days old | 3 lbs

He may have an upper respiratory infection. Since this has been going on for so long, I suggest getting him in to see your vet for an exam. He may need medication in order to help him shake his cold. The itching could be any number of things, from allergies to food or something in the environment, to fleas. Your vet can check this out at the same time as the sneezing and can give you a better idea of what is going on and how best to treat them both.
