It looks like he has a mild bacterial skin infection or reaction to something he may have come into contact with. Without an exam there's no way to know for sure, but you can give him a bath with lukewarm water and a mild oatmeal-based shampoo to soothe his skin. If it does not improve over the net few days or gets worse, get him in to see your vet for diagnosis and treatment.
