That does look quite irritated in the picture. Keiko could have an upper respiratory infection causing this or even a foreign body. This should be checked out by a vet, and I strongly urge you to give his vet a call now to make him an appointment for as soon as possible. The vet can diagnose what is causing this and can treat him. Best of luck.
