How are cataracts treated and is this a cataract?

It could be a cataract but it is not possible to tell from a photo. He needs to be examined by a vet so they can use the ophthalmoscope to look into the eye. Usually cataracts are treated with a surgical procedure called phacoemulsification. They cannot be treated with medications.
