My dog has a swollen, scaly rash near her vulva. How can I help?

Pet's info: Dog | Chihuahua (Long Coat) | Female | unspayed | 2 years and 4 months old | 3 lbs

My Chihuahua age 2 1/2, started to get a rash near her vulva about 3 days ago. When I noticed, I gave her a cool bath and cleaned the area well. Today I came home and found that it has become a bit scaly and dry and has gotten a bit bigger with some swelling there too. I try to the best of my abilities to prevent her from licking the area.
