My sister has two large bermiese and a small mutt. For about 6 weeks they have all had the craps, getting better then coming back. They all use a fenced in back yard for doing their duty.As she can not afford a big vet bill right now and I can not help,is there anything she can try to use from the local farm supply store to try to resolve this

I would recommend worming all in contact dogs with a fenbendazole wormer for 7-10days consecutively. This may help if the condition is due to intestinal parasites, a probiotic such as fortiflora and a bland diet of boiled chicken/rice/eggs may also help
