My tortoise keep making voices and didnt eat for more than three days alsp i think one of his eyes cant open and has running nose

Based on your description I would say she has an upper respiratory infection. She will need antibiotics to get this to clear up. I suggest you get her to a veterinarian for an exam and treatment.
