Congrats on your new puppy! Cow's milk is not good for puppies, it causes GI upset so do not give that to Sir. You can mix in a puppy formula with his food, I recommend KMR brand. You can get it at the grocery store or pet store. To help him get used to dry food, I would soak a high quality puppy formulated dry food in warm water until soft. Then mix that with the puppy formula to make a mush the consistency of oatmeal. Over the next two weeks, gradually increase the amount of dry puppy food and decrease the amount of water and KMR you use until he is eating the dry puppy food only. As for free shots, no there are no places that give free vaccines. There are low cost clinics, and I will put a link below on how to find one in your area. Best of luck. http://www.humanesociety.org/animals/resources/tips/trouble_affording_pet.html?credit=web_id91754962
