Poor Charlie. Lethargy and decreased appetite can be a sign of various diseases so it is difficult to diagnose without and exam and work-up. She could have an infection, metabolic disease, endocrine disease, pancreatitis, or she also could have back/neck pain. You could offer her some boiled chicken and white rice and see if she will eat that. If the lethargy and decreased appetite continues then she needs to be examined and treated by a vet. Your vet may need to run lab-work to help determine the cause.
