My dog is scratching, licking paws, chewing. Not fleas. What's wrong?

My dog is going crazy with scratching, plus he licks and chews at his paws and nails. He get his flea and tick meds on time. Do I need to find an anti-itch lotion? Pet's info: Dog | Polish Hound | Male | neutered | 3 years and 10 months old | 41 lbs
