My dog still has fleas. Is a flea collar safe with topical treatment?

I gave my dog her monthly flea and tick topical treatment at the 1st of the month. The past few days I’ve been finding a flea on her about once per day. I have treated my apartment multiple times and I always find them after I’ve taken her outside so I think she is picking them up when we go on walks. is it safe to use a flea and tick collar even though I’ve recently given her a topical treatment? Pet's info: Dog | Boxer | Female | spayed | 2 years and 1 month old | 43 lbs
