What's causing my 5-month-old puppy's rash and constant scratching?

I’m not sure what’s wrong with my puppy? He’s 5 months old and just in the last few weeks he has been scratching like crazy. He has a small rash on his chest that he just scratches and scratches. I know it’s not fleas or ticks. But I’m not sure what else it could be. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | unneutered | 5 months and 9 days old | 13 lbs
