Puppy got breeder shots at 2, 4, 6 weeks. Is he fully vaccinated?

Pet's info: Dog | Golden Retriever | Male | unneutered | 4 months and 11 days old

Parker 4 month old Eng Cream Golden Retriever was given puppy vacc at Breeders at 2/4/6 weeks And Dewormed 2/4/6/8 weeks These are the vacs he received Canine distemper virus Adenovirus Type 2 Para influenza Parvo virus vaccine The above were given at breeders at 2/4/6/ weeks Does this mean he is completely puppy vaccinated? Because now I’m reading that these vacs should be started later at 8 wks not 2/4/6 weeks

Parker isn't vaccinated fully at all! You are right the vaccines should be started at six to eight weeks of age, and must be given four weeks apart in order to be effective. You need to take him into the vet to get him properly vaccinated.
