My dog's penis comes out when excited. Is this normal for puppies?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | unneutered | 4 months and 13 days old | 66 lbs

Hello everyone! I have a problem with my boy. When he gets excited this happends. But when he calms IT is comes back to normal. You can see in picture two little balls, witch are solid. And his genitalis come out with somthing. I don’t know how to explain. He is 8 mounths old. Thank you so much.

This is all quite normal in a young adult dog - if persistent and problematic it may be recommended to neuter him as soon as he is mature enough (at least 80% adult weight; 12-18months for medium-large dogs).
