It is not possible to diagnose a skin condition through a picture definitively. Based on the distribution and location of the condition, and the surrounding hair loss, it appears most consistent with flea allergic dermatitis. If Marley is not on a flea / tick prevention, you should get him on one right away to combat this condition. He may also require anti inflammatory meds and drugs to help with itchiness to first get the condition under control. Speak with your local veterinarian in order to have the appropriate medications prescribed. The flea products, several of them, are available over the counter. The best one to use is typically geographically dependent, and would again be a great question to ask your local doctor. Hope this helps.
